Enabling an operation in a permission enables that operation for all roles and users who inherit that permission, even if you disable the operation at a lower level in the hierarchy. For example, if you give the Print Study operation to Radiology, and then take away that operation in the subrole, Scheduler, all users in the Scheduler role can still print.

To help understand why the lower-level users can print, you can view a report of all operations that are enabled for a role, including those enabled by inheritance. For details about permission inheritance, refer to Permissions: Workflow applications.
To view all operations enabled for a role
From the Configure drawer menu
, select Users and Roles.
In the navigation pane, select the role that contains the permission.
In the details pane, expand the Permissions bar.
Switch to the General or Study-Based tab.
Click Show Merged Operations.
In the Merged Operations Report dialog, all operations that are enabled are listed in the Operations column. The Type column tells you whether the permission is General or Study-Based. The From Permission column tells you the name of the permission that has the operation enabled.
When done, click OK.
If required, edit any of the inherited permissions to disable an unwanted operation.
Inherited permissions are gray in the For permissions list.
If required, edit any of the other permissions assigned to the role.
