To allow users to define and print composite layouts, print studies, or print to paper, you must assign them the print operations in their permissions. These permissions are defined for specific roles, and then inherited by the users in those roles. For example, you may decide that clinicians only get the ability to print studies to paper, while radiology department staff are given all print operations. In the permissions for the clinician and the radiology department roles, you can edit the print operations accordingly.
To define printing permissions
From the Configure drawer menu
, select Users and Roles.
In the navigation pane, select the role to create the permission for.
All of the roles and users beneath that role inherit the permission.
In the details pane, expand the Permissions bar.
Switch to the General tab.
Create a permission and give it a unique name.

From the Assign operations for list, select PACS Client.
Select the print-related operations to be allowed with this permission (see table below).
Switch to the Study-Based tab.
Create a permission and give it a unique name.

The permission is created. The changes are saved automatically when you switch context.
