Web Compression Manager

Use the Web Compression Manager to enable lossy wavelet compression in the Curator web cache and to control the server-side compression ratios used to store lossy wavelet images of different types to the web cache. Only create one entry per modality.

When lossy wavelet compression is enabled, the compression ratios entered are not exactly achieved, but should be in the range of +/- 20% of the entered value.
