Solution
Perform the following diagnostics:
Open the Windows Administrative Tools.
Select Services.
Verify that OracleServiceMVF and OracleohomeTNSListener services are set to automatic startup.
Verify the services are running.
If the services are set to Automatic startup and are started after a reboot, check the following registry entry:
HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE\KEY_ohome\ORA_MVF_AUTOSTART
Ensure the value is set to TRUE.
