Various issues such as the messaging services not being available, proxy settings, and network problems can cause the Instant Messaging Chat button to be disabled but do not affect your status.
Solution
Check for the following:
If the messaging services are available.

If a proxy setting is blocking access.
If the network is experiencing problems.
