After updating the webconfig_plugin.txt file, you need to update the AgfaHC.User.Administration.Web.Services web.config file.
To configure the AgfaHC.User.Administration.Web.Services web.config file
Navigate to E:\inetpub\wwwroot\AgfaHC.User.Administration.Web.Services.
Open the web.config file.
Search for the RequireSecureClientConnection and ensure the value is True.
Copy the contents of the webconfig_plugin.txt modified in Modifying the Active Directory webconfig_plugin.txt fileand paste it inside the <Plugins></Plugins> tags, appending the plugin to any existing content.
