Issue
A new portable password file was imported onto the Application Server, and now the Configuration Tool won't open.
Details
When a database server has been rebuilt, or a new database server is added to the cluster, a new portable password file must be imported onto the Application Server. After the new portable password file has been imported, when opening the Configuration tool, the message "Can't restart service" appears.
The new portable password file is not updating the IISADMIN service properly, causing the Configuration tool to not start.
Solution
The IISADMIN service must be restarted for the Configuration tool to start.
To restart the IISADMIN services
From a command prompt, type net stop IISADMIN and press Enter.
At the question Do you want to continue this operation? type Y and press Enter.
At the prompt, type net start IISADMIN and press Enter.
